Chief Financial Officer

RM of Dufferin

The Rural Municipality (R.M.) of Dufferin is inviting applications for the position of Chief Financial Officer (CFO). This pivotal role involves overseeing the financial operations of the Municipality and ensuring effective fiscal management. Reporting directly to the Chief Administrative Officer (CAO), the CFO will contribute to the strategic and operational planning of the Municipality.

Key Responsibilities:

  • Lead financial and strategic planning, budgeting, and risk management for the Municipality.
  • Administer property taxation activities, including assessment, billing, collections, reconciliations, and responding to taxpayer inquiries.
  • Administer utility billing and customer processes, including water readings, quarterly billing, penalties, account updates, receivables, new customer approvals, permits, cost estimates, and tenders.
  • Prepare financial statements, forecasts, and reports for Council review.
  • Maintain accurate records for taxation, utility billing, and financial operations, ensuring compliance with municipal policies and regulations.
  • Handle inquiries, complaints, and collections for utility accounts and property taxes.
  • Coordinate audits, administer reserve funds, and ensure regulatory compliance.
  • Prepare by-laws, tenders, and utility debentures for Council meetings.
  • Continuously improve financial procedures and operational efficiency.

Qualifications:

  • A degree in Accounting, Finance, Economics, or related field; CPA designation preferred and willingness to obtain Municipal Administrators accreditation.
  • 3-5 years of financial management experience, ideally in a municipal setting.
  • Experience with budget planning, financial statements, and policy implementation.
  • Strong managerial, supervisory, and organizational skills, with experience in employment agreements.
  • Proficient in financial systems (Microsoft Dynamics GP, Catalis ERP/Muniware an asset).
  • Excellent written and verbal communication skills.
  • Ability to manage multiple tasks with a focus on continuous improvement.
