Homeowners Affordability Tax Credit – Statement on Recent Developments

Dear Members,

As many of you are now aware, recent media coverage has brought attention to a province-wide issue regarding the implementation of the new Homeowners Affordability Tax Credit (HATC). This credit, introduced to replace the Education Property Tax Credit and School Tax Rebate, offers up to $1,500 in tax relief to homeowners on their principal residence.

Unfortunately, it has come to light that a number of Manitoba residents may not receive the credit on their 2025 property tax statements. While the Province has acknowledged the issue, it has also publicly attributed part of the problem to municipalities and cited a lack of communication with residents. We are disappointed in the public messaging and maintain the position that as this is a provincial credit and the responsibility for any issues should not have been directed at municipalities.

We understand that this situation and the lack of communication from the province has led to confusion and concern at a local level. While MMA was not initially consulted on this matter, we have since engaged Deputy Minister Pandey and are looking forward to collaborating on a solution.

We will keep you informed as new information becomes available and will share any resources or guidance that may assist your office in responding to resident concerns.
