BUILDING INSPECTOR EMPLOYMENT OPPORTUNITY

The RM of Headingley invites applications for the full-time position of Building Inspector.

As Building Inspector, you will:

  • Inspect buildings of all types to ensure compliance with the Manitoba Building Code and municipal zoning and building bylaws.
  • Review plans, issue building permits, and provide technical advice on building plans and permits to homeowners and builders.
  • Facilitate, review, and update building bylaws, procedures, and policies.
  • Prepare reports for senior management staff.
  • Enforce municipal by-laws, including zoning, building, and property standards, by investigating complaints, conducting inspections, and issuing notices or orders to ensure compliance.

Provide guidance and information to residents and businesses regarding by-law requirements and ensure a proactive approach to enforcement.

Required Knowledge, Skills and Abilities:

  • Graduation from a two (2) year Diploma program in Building Technology from an Institute of Technology or a related field of study with a minimum of 2 years of related experience in the building construction industry or the municipal field;

OR

  • Qualification as a journeyman in a recognized trade with completion of building code courses and minimum of 2 years of related experience in building construction industry or municipal field.
  • An equivalent combination of training and experience may be considered.
  • Manitoba Building Officials Association (MBOA) – Certified Building Code Official (CBCO) – Housing is considered an asset. (CBCO – Part 9 qualification is required before December 2028)
  • Have a minimum of two (2) years’ experience in building inspection.
  • Extensive experience working in the construction industry;
  • Sound knowledge of the Manitoba Building Code and other related bylaws, acts, standards and regulations pertaining to the construction industry.
  • Sound knowledge of building siting conditions including an awareness of potential geotechnical hazards and soil-bearing limitations.
  • Sound knowledge of accepted practices, methods, materials, tools and equipment used in the building trades.
  • Ability to prepare and present technical and non-technical written and verbal reports and have excellent written and verbal communication skills, including skills in conflict resolution.
  • The review of submitted plans, drawings and sketches.
  • The assessment of different phases of construction to ensure compliance to applicable building codes, Zoning bylaws, any relevant municipal bylaws and regulations.
  • Support inter-departmental assessments of existing buildings and structures.
  • Respond to internal and external inquiries related to building construction regulations.
  • Effectively communicate daily, both orally and in written form, to record information, facilitate problem solving and expedite service.
  • Ability to exercise independent judgement.
  • Knowledge of relevant software applications such as AutoCad, (GIS) Geographical Information System, Microsoft Office Suite, and CloudPermit.
  • Ability to physically move about construction sites, crawl into attics and crawlspaces, climb high ladders and scaffolding and maneuver uneven terrain.
  • Attend and participate in educational and outreach events related to building and construction.
  • Must possess a valid Manitoba Driver’s Licence.
  • Must be able to provide a clear Criminal Record check.

The starting salary for this regular, full-time position is $70,000 per annum. Reporting to the Development Officer, your primary duties will be to carry out Building Inspections to ensure compliance with the Manitoba Building Code.
