Job Opportunity: Chief Financial Officer (CFO)

The R.M. of Riding Mountain West is seeking a dedicated and experienced Chief Financial Officer (CFO) to manage all financially related activities within our community. Reporting directly to the Chief Administrative Officer (CAO), the CFO will play a crucial role in ensuring financial stability and transparency.

Key Responsibilities:

1.      Supervisory Duties:

o    Supervise Finance Coordinator and Public Works Executive Assistant in financial duties.

2.      Annual Financial Statements:

o    Arrange for Audit Tender.

o    Liaise with Auditors to establish timelines and processes.

o    Ensure completion of year-end accounting transactions.

o    Provide necessary information and answer auditor queries.

o    Present audited financial statements to council.

o    Submit audited financial statements to the Ministry and make them available to the public.

3.      Financial Activities:

o    Perform monthly bank reconciliation (weekly in October).

o    Ensure subsidiary ledgers and activities are balanced.

o    Report monthly to Council on various funds.

o    Manage GST and PST returns.

o    Apply for and report on grants.

o    Handle LUD and SAVED financials.

o    Manage annual lease holder invoices and provincial reports.

o    Process debenture payments and local improvement projects.

o    Draft and report on the budget, calculate mill rates, advise on capital budget and services plans.

o    Manage the tax roll, apply penalties, and handle tax sale processes.

o    Conduct necessary studies (water rates, garbage collection, etc.).

o    Manage municipal funds’ investments.

o    Liaise with fire departments, LUD committee, and Broadband Committee on financial matters.

4.      Other Duties:

o    Attend council meetings as required.

o    Manage general insurance policy.

o    Arrange staff training.

o    Answer public and institutional financial inquiries.

o    Prepare draft bylaws and policies.

o    Assist in administrative matters.

o    Serve as Treasurer for the Inglis and Area Trust Fund and the SAVED Committee.
