The workshops combine over 35 years of payroll and executive leadership experience with engaging, adult education techniques, providing participants with practical knowledge they can immediately apply in their municipal workplaces.

Municipal payroll professionals must balance legislative compliance, financial accuracy,
employee service, and changing payroll requirements. This workshop has been designed
specifically to strengthen technical competency while increasing participant confidence through
practical exercises and real-world municipal examples.

Workshop Overview

Day One focuses on payroll foundations including payroll administration, documentation, TD1
forms, SIN requirements, earnings calculations, benefits, deductions, and payroll fundamentals.

Day Two builds upon those foundations with advanced payroll processing, employment standards,
remittances, year-end reporting, Records of Employment, terminations, CPP2, and practical
municipal scenarios.

Lead Facilitator

David McInnes is the Co-Founder of RareLeadership and brings more than 35 years of progressive
experience in payroll administration, financial management, organizational leadership, adult
education, and executive consulting.

Throughout his career—including serving as a C-Level executive—David has processed payroll,
overseen payroll departments, led organizational operations, developed policies and governance
frameworks, and advised organizations on leadership, governance, and operational excellence. His
experience spans the municipal, public, private, and non-profit sectors.

David’s facilitation style is conversational, interactive, and application-focused. He believes
leadership is relational, accountable, responsible, and empowering.

This session will focus on the PROCESS aspect of municipal Administration and the key COMPETENCY of FINANCIAL MANAGEMENT and SUB COMPETENCY of INTERNAL CONTROL.
